In the city of New York, homeless people have been disappearing without a trace for the last few weeks. Later regular citizens start disappearing. A police officier, helped by a witness, will try to solve this case.
In the sewers of the city, the find nuclear waste and conclude that the mutant cannibals that live in there were mutated by the trash.

If these creatures looked less like E.T., they would almost be scary. The sewer idea was excellent but as soon as the incredible toxic waste story kicks in, the movie spirals downwards.
After a while, we learn that everything is a conspiracy and the hero doesn't need to exterminate the mutant race but the leader of the conspiracy. This will not conclude the story and will give us a C.H.U.D. 2.
